CNN says Blackwater slaying suspect hired again Print
By JOANNE KIMBERLIN, The Virginian-Pilot - October 6, 2007

Two months after a Blackwater contractor got drunk on Christmas Eve, then shot and killed an Iraqi vice president’s body guard, he got a job working for another company under a Department of Defense contract in Kuwait, according to CNN.

When that news surfaced Friday, Rep. Henry Waxman, chairman of the House Oversight and Government Reform Committee, fired off an angry letter to Secretary of State Condoleezza Rice, accusing her agency of keeping the incident so quiet that it “facilitated the hiring of that individual to work on another contract in support of the Iraq war.”

Blackwater has said that in addition to firing the contractor, the company made sure his security clearance was revoked to stop him from returning to work in the industry. The State Department has said that it takes steps to warn other agencies and contractors of such firings.

The contractor, Andrew Moonen, is a former paratrooper now living in Seattle. No charges have been filed against him. The FBI says it is still investigating the case.

It’s not clear what type of work Moonen did in Kuwait. Reports indicate he worked for Combat Support Associates from February to August 2007. CSA has a contract with the U.S. Army. Security is one of the many services the California-based company provides.

According to Waxman’s letter, Moonen returned to Iraq at least once during his time with CSA. An Army investigator says he spotted Moonen in the Green Zone that February.

Waxman wants Rice to turn over all State Department documents related to the shooting, including efforts to notify others of Moonen’s involvement. He accused Rice’s agency of withholding the information from the Defense Department.
