Recent events have led to a remarkable debate in the media and government regarding the use of and legal framework governing private security companies (PSCs) working in support of the U.S. mission in Iraq.

The 42 member companies of the International Peace Operations Association (IPOA) - including Blackwater USA - are committed to transparency and accountability, and are working with governmental and international institutions to help improve the rules and regulations that govern the peace
and stability operations industry.

IPOA is actively working with Blackwater, both through our Standards Committee and our Executive Committee, to ensure that they are fully compliant with the IPOA Code of Conduct. The Standards Committee is following a compliance process that will enable the Association to enforce the standards that are set forth by our Code of Conduct.

IPOA takes the current situation in Iraq very seriously, and does not condone reckless or dangerous behavior. IPOA recognizes, however, that our member companies operate in complex environments in which life-threatening events occur with great speed and confusion. Our aim as an Association is to ensure that our members are able to use and follow our Code in even the most challenging of circumstances.
