Private Military Companies or Private Security Companies are a reality in 21st century conflicts all around the globe.  Often mistaken with their ancient predecessors (the so-called mercenaries), offer their protection/defensive services to both private and public clients, including NGOs, United Nations, aid agencies and goverments.

After guards from Blackwater Worldwide protecting a State Department convoy killed at least 17 Iraqis in a hail of bullets last September, we hoped the Bush administration would rethink the folly of relying on mercenaries, who have no accountability to Iraqi or American law.

The ever-stubborn administration decided it couldn’t stay at war without its gunslingers. More than six months after the event, not a single charge has been brought against the guards. Last month, the State Department — which is supposed to be sensitive to local politics and perception — renewed Blackwater’s contract in Iraq for another year.

Tuesday, CACI International Inc. (CAI), a professional services and IT solutions provider, announced that it obtained a prime contract to support Defense Information Systems Agency Encore II information technology solutions.

The Arlington, Virginia-based company said that it received one of 26 prime awards for the 10 year indefinite delivery / indefinite quantity task order contract worth $12.23 billion. The new business represents the largest contract award with the agency's 46-year history . The company also belives that the award expands the scope of the company's core competency in enterprise information technology and network services.
